HB 63, introduced by Rep. Joe Moody, a Democrat from El Paso, passed the Texas House of Representatives on April 29, 2019. The bill changes the penalty for possession of an ounce or less of marijuana to a Class C misdemeanor and ends a decades old policy of arresting Texans for small amounts of marijuana.
